I'm just wondering. To me, this has always looked like fan-art for a hybrid. Now that I look at it today, it could very well just be a Protoss with a larger head dome. What was intended by the artist?

I've always assumed that it's Tassadar, based on the old action figure.

Yeah. I always thought Tassadar looked weird. Not only because he didn't look very young but because his portrait was different.
I remember how I used to jokingly call him 'Panda Man'.![]()

As for the artwork, I think I have the answer. Found this in the history section of the "About Us" page:
