It is an FPS game transitioned into an RTS. There is no way a SC2 engine can beat the Unreal 3 engine in terms of graphics and options especially with all the existent content.
The series has been planned for quite some time. I wasn't aware of the FPS mod one could do in the Galaxy editor until it was announced at BlizzCon. Of course if Galaxy allows part of a game to be played as an RTS and the other part be played as an FPS I think I could merge both ideas really cool. Think of this like playing an RTS but when you get into a tank, you will be shooting in FPS mode.
If I wanted to do a pure FPS mod, I would definitely stick to UT3 but to be honest I like to focus on a bigger market with lots more players. On a few numbers UT3 sold 1 million copies worldwide and that not necessarily mean there are 1 million online players unfortunately. Now back to SC2. The game for all I know is expected to at least fulfill the sold units of the original game (that is 11 million copies). I would definitely think considering you will sign up online at least once that we are talking about a bigger market.
