It wouldn't make any sense if you could go back and play the other one. It makes the choice meaningless.

You actually can, but it has no effect on the story. It's just so you can play the mission without playing Wings of Liberty all over again. You can even replay missions (I think for the achievements, but maybe not the special researches).
