No I don't think so, I think you need X amount of Overlords for Y amount of Zerg minions.
Pandonetho's idea is a good start but mechanic wise, and even a decent amount lore wise is pretty off. That's basically what I had the most problem with, that and the lack of explaining exactly what he meant.
Sonic: [dressed as a cop] Let me speak to the driver.
Grounder: I'm not driving. He is!
Scratch: No I'm not.
Sonic: Driving without a driver? Now you're really in for it.
Sonic: You know? I sure have fun.

Good point. Then would that mean if an overlord was slain, the Zerg that was getting their orders from that relaying overmind would go neutral? And they act smart, ambushing the Dominion. They don't rip each other apart, they attack the humans. A small force of Zerg to get rid of an entire spacecraft, seems like a good trade to me.

When the Psi Disruptor was used, some of them went neutral while some stay active(but not controled.). When there was no Overmind, they were wild animals that attacked anything nearby.
Also, in Broodwar, there is one mission where all you have is an SCV with a Psi-Emitter, no Overlords.
Assuming your right, Maybe Overlords emit it from such far distances in lore, Destroying Overlords are pointless since you have to get through the Zerg Army you want to disrupt to get to them.

Actually, assuming I'm right then, lore wise it would still be tactically sound to take out overlords through covert op strategies. This way, you remove the "mic" of the Cerebrate, or whatever is relaying messages, and thus you decrease their communication effectiveness.Assuming your right, Maybe Overlords emit it from such far distances in lore, Destroying Overlords are pointless since you have to get through the Zerg Army you want to disrupt to get to them.

It could just make the Zerg forces more sluggish, not a complete cut off. The Overlords are relaying to all the Zerg. If there were limited amounts of Overlords, while he sends one group a message, the other is inactive and vice versa.

Again, one overlord can only handle so many Zerg units. In this case then, I think it'd make more sense if an overlord was killed to reduce the Zerg's fighting efficiency in some way. Possibly reducing their health as an indicator, or making certain Zerg in the area docile temporarily while another overlord would establish control. It could just make the Zerg forces more sluggish, not a complete cut off. Also, remember, there are no Cerebrates anymore, so either overlords get to direct their own orders now, or they take it from Queens (or maybe Kerrigan herself, but then again that's a lot of work).

If there is no Overmind, assuming there is no Kerrigan, all the Zerg are like wild animals, except the Cerebrates.
