Need, not in the sense of "the laws of the universe", but more in the sense of when you are creating a character and have complete control over them, you should make that character fit together perfectly.
And actually for some reason Cee Lo Green's voice TOTALLY fits him in my mind?? hahaha.

i cant find it, but supposely a guy at blizzard stated that kerrigan was never meant to be all that attractive - it was the fans that kind of made her that way.

I'm Alexander (with Zeratul portrait, though a few others use the same portrait, I've yet to see someone use the same portrait and username). Those are all part of my opinion on Kerrigan's look.

Reality is unrealistic. In fiction (especially in animation), characters' voices generally tend to match what viewers expect their voices to be. Unless it's a deliberate subversion of said expectation.

She doesn't look black, tanned, or anything to me. She's in dank, dark, shadowy looking places and those are the best locales for photogenic representations. The infestation/de-infestation process probably did some work on her too altering the entire bone structure throughout her entire body. Remember the bio heels kerrigan was sporting in a lot of concept art?

The only problem I have with Kerrigan's looks is how inconsistent the art is that portrays her. She has no distinct features that scream 'Kerrigan'. Between cinematics, in game cinematics, infested and non-infested versions we have some very different looking faces.
