They don't exist. The UED got pwned in the Sector, the Confederates are dead.

There is still an UED presence in the sector consisting of survivors from the expeditionary fleet. Admittedly, their presence is negligible, and they are not likely to be a major faction without reinforcements from Earth.

Also, the Confederates are not gone; far from it. The Confederate remnant has been working their butts off delving into advanced weapons research, making headway into new and dangerous technologies. They even managed to revive Stukov using Zerg reanimation techniques, although it would seem the pet cerebrate they used to accomplish this grew beyond their control. And may I remind you that Epsilon Squadron was never accounted for?

What the hell are you talking about? Where's your source for all this? Besides the reanimation of Stukov, what advanced weapons research was there?

I doubt they'll play a big role either, but you never know. Certainly not in Wings of Liberty; they're not using Stukov stuff there.
