I've a feeling it'll turn out to be the opposite. It'll be Findlay who won't be on Raynor's side. He'll be the one serving a different master (Moebius Foundation) who he probably owes for getting him out of prison. Conversely, Tosh will be looking out for Raynor's interest somewhat. It'll just be that he'll do so by trying to convert Raynor to his way of thinking (being ruthless and self serving). After all, Blizzard has commented that Tosh plays the antagonist to Horner (who represents Raynor's idealism and principles) that they both act as the angel and devil sitting on Raynor's shoulders.
