Who misses the Confederacy?

In the Confederate's defense, they were rather blind-sided by Mengsk's full-frontal assault. In the chaos of the Sons of Korhol invasion, they might have been too greatly disarrayed turn it on, or the Psi Emitters might have canceled the effect out.

Still a deus ex machina, though.

If I'm not mistaken, a deus ex machina is a plot device that features a situation where an unforeseen external force appears without prior mention or development that conveniently solves or moves the plot in the desired direction. In the case of the Psi Disruptor, it conveniently appears just prior to when it becomes a crucial plot element with no prior hints at its appearance. There was no prior suggestion that the Confederates had such capabilities. It also raises the question of why the Confederates didn't use the Disruptor before they were overrun if they had a functioning one as well as how it survived once the planet was overrun by Zerg. In that regard, logic can be challenged.

We do know that the Confederacy experimented with the Zerg from the very beginning, and the mere existence of the Psi Emitter was enough to suggest that they did research something that would potentially help them keep the Zerg in check, so its appearance in the story is not particularly unexpected. The reason it was never used to try and save Tarsonis is probably due to the fact that Mengsk's move with the Psi Emitter was an entirely unexpected one, and by the time the ruling families realized what was happening it was too late. Besides, the Psi Disruptor was introduced to set up a conflict rather than resolve one, which is quite the antithesis of a "deux ex machina".

Something UED could (and in fact were planning to) accomplish by other means. It is only after Stukov's death that Dugalle decided to use the Disruptor. Of course without it their possibility for success would have been more questionable, but all in all, it is not a "deus ex machina", it wasn't incongruous or unexpected, nor did it solve anything in the grand scheme of things.

Confederacy were a ok organization. But with plenty of high tech toys and produced the first ghosts.

We can't forget the children of the Old Families sent to Tyrador IX, their fate have yet been revealed. Tho they either join the new Dominion once Tyrador IX was absorbed, being youthful etc... enough for Arcturus to manipulate them or they're another case of killed off characters.
