The History of the UPL

This is, if you will, fan fiction. It's more of just a 'historical' essay about the UPL.

It's, at least, my interpretation because, as you know, blizz never elaborates on anything (they love to leave it up to the imaginations of the fans).

The below isn't really a timeline. More of an excerpt. It doesn't get to the 23rd century (blizz details that part more, through introducing Douran Routhe and all).

My opinion is that basically the UPL was hard line and ruthless in the beginning when they got started (as most such governments are), but grew more liberal and progressive nearing the 23rd century (by allowing covert psychics to stay alive; in other words, the eugenics vision is somewhat lost at this point).

Of course, the UPL still remains fascist to the bone - it's just that their 'religious fervor' tones itself down over the course of time.

Interpretation

The 21st century was a data stream of new technologies. Corporate control overtook the hemispherical powers of the world – China and the European Union were among the last to stand against it, outlawing corporate free market enterprise in the primal fear of losing jurisdictional control to private armies. The origin of the Mega Corporation began on the moon, as it sold water to earth. The mega corporations sooner kept the laws of patents intact, allowing them full rights to their own unique industrial equipment and future developments, all the while invading nations of the EU and constituent territories of China in forcing them to accept the free market enterprise.

The mega corporations that grew from the 21st century would eventually impose upon the world a technological stunting – their vast armada of patents and industrial entitlement lent them the ability to oppose anything that could compete with their model and so threaten their own lifestyles. The 22nd century was, as such, a dark age for mankind with hardly any new inventions except false ones. This continued for so long that, even though products continuously claimed to use new technology (for marketing), the 22nd century was literally indistinguishable from the 21st.

By the 22nd century, the UN dissolved and war quickly erupted. Old nations rose up to restore their own identities among the lowly privileged, but highly informed new class of citizen. Old weapons were extricated from ware houses. Corporations fought them off, but lacked numbers – their manpower was cut short by the limits of their salary budget and the distrusts of their otherwise profit scrounging like-minded fellow competing entities. Despite superior corporate technology, the nations put up a decent fight in numbers. Ethnics fought one another for their differences once more – bio-engineered or cybernetically linked up individuals were slaves to the corporations that provided them with the cybernetic changes, while bio-engineered trans humanists were merely sharing of a different view and entirely new ethical culture – they rose up from a mere two or more generations and would declare war left and right on regular 'pure blood' humans, with no clear enemy. Madness, a madness at a corporate monopolization and technological growth stunting filled with millions of broken promises, had taken a hold of the world. This war was a civil war. It could technically be considered 'World War 3' – however the third war never truly escalated to a nuclear extent beyond some 'accidents' in Russia.

Eventually, however, a sect of retired wealthy trillionaires met in a vault of their own financed design. They knew that the world was ending. They knew that some of the old nations still keep safed nuclear armaments. They knew that the mega corporations had the wealth and the means to produce nuclear arms. Something had to be done to prevent this from escalating into further civil war in a less disorganized 'street' fashion and rather of the kind that could lead to nuclear genocide (ironic, as you'll find out later).

Each of these trillionaires valued politics and the unity of man. They all with-held corporatist visions of a capitalist, yet meritocratic future world. They believed that the goals and might and ambition of mankind could be held intact should man be united toward the stars.

They each were quite wealthy. Inevitably, they attracted attention throughout the nets. Their seemingly rebellious cause that claimed to rebel against nothing but conflict of interest and war itself, earned them allies among those that would of declared one another enemies. An international agreement was written eventually. A world government. Inevitably, certain interest groups took control – evil, racist pro-eugenics forces managed to take the reigns. Plentiful assassinations occurred in a periodic pause of deadly uncertainty. A year or two later, the United Powers League was formed.

Of course, this league was built on a fascistic model (they called it 'Enlightened Socialism' because it unified citizens to supporting one another in communities so that each and every one could supposedly rise to a given educational standard of merit – regardless, the term 'socialism' was met with less glares than 'fascism'). What was corrupt about fascism? Primarily, the lee-way for the authoritarian leaders! And so began 'The Great Purge': a culling and arresting of neighboring nations. The European Union was absolved. Most nations remained intact – but the vision of the Great Purge was met with loyalty. 40 million slain for not being 'pure' or 'true' humans. Loyalty after that?

Why did the UPL succeed? Well, they kept some antiquated values in their constitution – free speech for one. Anyone could speak out against them and not fear rebuttal. Of course the oppressive, media censored government remained; free speech was a novelty that still had with it thousands of specificated barrings; this became make work for the thousands of solicitors that outlined every part of the constitution – and of course, the fundamental constitution became too complicated to fully interpret with anything but a lawyer; in short, the world government was a military dictatorial ship of raw control structure. All in all, free speech did not degrade the government at all.

Concerns were met. The government was superbly efficient. Their unity lead to the discovery of cold fusion and a new 'space race' that lead to the development of colonies around the early half of the 23rd century.

Everyone hated the corporations (not everyone, but the corporations had open minds with otherwise a care for only profits) and so any slave (or genetic/biological slave) tied to the corporations was an enemy for serving them (oh woe is the day of a gengineered human and his greed for enhancements that makes living life in an otherwise weak human shell more bearable).

Indeed, the very same mega corporations were permitted to stand tall and proud, and probably still stand to this day. They used it as a cunningly connived invisible enemy. They also took care of the 'boomer issue' – a long standing thing that could be cut short simply with cryo preserves. Eventually they re-wrote select bits of history, claiming they took care of global warming (it was really solved in the early 21st century, by a descendent of Microsoft via clouds of volcanic ash injected into the upper atmospheric crust).

Subtle gengineering lead to the development of psychics after the great purge had quieted down and the world entered an officially sanctioned 'peace time'. With old leaders dead, new ones took the reigns and allowed the secrecy of psychics in the government to exist.

Coincidentally, this methodology of covert psychics continued to persist in the Confederacy of Man. But it made sense – telepathic spies needed to exist and the government wanted full control over them.

Eventually, the UPL dipped its hands, full force up to the wrist, into the mega corporations in order to devise control of them via their 'inherited liability to the state'. The UPL inevitably could operate as one immense mega corporation.


In the 21st century, a lot of changing factors were what helped lead to the UPL. We'll consider them below.

One of the prime matters to address is the fact that information inevitably became harder to access throughout the middling years of the 21st. Far too much available on the net made things 'cluttered'.

And a single generation can forget a lot about things like certain unique, yet important, avenues of scientific knowledge that are neglected in the distribution of 'updated' text books for schools, the horrors of racism, etc. The UPL worked endlessly to unite communities the world over. Cyberspace was 'cleaned up' – 'free' enterprise existed, but only within the shell of the UPL and only after it could help procure maximum industrial efficiency, as ascertained by a review of the UPL's administrative economists. Meanwhile, the great fledgling nations of south america stood independent.

The 21st century was a golden age – well, as much of one as man could make of it anyway. The world became an interconnected hub of information. In the early 21st century, it came to be that there was more digital data worth of text than written word worth of text. Eventually, this came to encompass more data than actual thoughts by the latter half as dynamic Artificial Intelligences could procure more data of their own whim in expanding servers and 'cold storage' (a name given to hard drive warehouses later on; personal hard drives were less and less popular by 2010 and onwards). Sooner or later, corporations began to trod upon simple mind control techniques, as a single citizen could not possibly process more information than his own computer could bombard at him through the cyber space hallucinated net drive – it was 2050 when the personal-use computer benchmark of processing surpassed that of the human mind.

Naturally, man was forced to evolve to this environment. Crime was rampant throughout the latter half the 21st, so man evolved in kind. Many retreated to suburban enclaves and so man evolved in kind. Others, craved stimulation and ventured outwards into the uncovered corporate streets – the markets, where independently or exotically big business funded/produced gear became bartered.

It has semi detailed events, I believed the UPL failed and thus the UED was born.
The UED when enacted hardline ideals such as the erradication of religion, all languages but English, it was basically fascist.

Everything you just described occured during the events of the UPL.

Blizz skims over the details and gives very vague descriptions in the game manual. The essay I wrote goes into more detail - that's all.

IIRC the UED was only formed after the entire world (even the dissident states that the UPL couldn't control) united together, in fear of aliens, more than any actual failure on the UPL's part.

I don't want this discussion to descend into flaming but I'll point this out:

While not a religious organization, the UPL embraced the philosophy of "the divinity of mankind", scholars arguing that genetic alteration, cyber technology and the use of psychoactive drugs led to the degeneration of the human species.

Actually, that is very religious. 'Divinity of mankind' is largely christian philosophy (god created man 'in His image'). I'm not really familiar with theocracy, but it might be a belief in other religions too.

It's why many republicans oppose abortion. That sorta thing.
