Generally a good idea for strengthing the community and to encourage gamers to produce something themselves.
Nevertheless I bielieve that so many people would submit their maps so blizzard will have to spend a lot of time evaluating the maps and maybe won't have so many people to do this job.
But if blizzard will handle this it would be an awesome idea.

I can only see one flaw with your suggestion; that you are assuming that blizzard are more competent at judging which maps that are appropriate for competitive play. Taking into consideration the amount of unplayable maps that was released with both sc:bw, wc3 and wc3:ft it becomes obvious that whilst some are perfectly fine, most of them were not (this includes maps that blizzard deemed fit for ladder play).
Whilst a map of the week is a good addition. I would hate to see a feature infract with the natural flow of the communities that form around the game. People will still create good, and sometimes great maps and share them without anything else in reward, but the joy of having created the maps in the first place.

That's true, but they seem to be putting more of an emphasis on their testing staff this time. Things like hiring ex-progamers and stuff... They might be a bit better at determining what competitive players need this time around. After all, WC3 pros play on blizzard or blizzard-approved maps if i recall correctly.
I guess it all depends on how much ressources they're willing to invest on continuously pleasing the community. My bet is that they'll be hiring a lot more community staff than for their previous RTS, but we'll have to wait and see their recruitement updates when the game is close to completion.
