Interesting... I don't recall Tosh speaking with an accent in Ghost Academy. I figured he had a Haji accent though.

This is my opinion:

Nova is stronger.

Most ghosts are PI 5-6. Tosh was probably a little stronger (hinted but not explicitly stated in Ghost Academy).

Becoming a spectre enhances your psionics, so it would boost your PI.

Nova is a PI 10.

Perhaps Tosh was a PI 7 to start, got bumped to 8 or 9 due to being turned into a spectre... which would still leave him weaker than Nova. Of course, Tosh had a lot more combat experience than Nova. In a head to head fight, he'd win, but then, ghosts don't fight fair.

really i think a ghost can't defeat an spectre ,and a spectre can't defeat a ghost they are equal in strong i think ...

If the game's any indication, my money's on Nova. She can sense other psychics where as Tosh can't; rendering the latter's cloak useless but not the former's. Also, Tosh's abilities are a lot more direct, using things like Mind Blast and Psionic Shield where as Nova is much more subversive; using things like Dominate to achieve her goals. Plus, she's voiced by Azula.

Azula is a psychopathic biatch but she is pretty damn good.

Then again, Zuko is infinitely better.
