Except she didn't. She was under the confederacies' mind control. And when she found out what she'd done under their influence, she did everything she could to make it up to him. And he still betrayed her (and I believe he did).
That act alone makes Mengsk into an emotionally manipulative callous man in my opinion.

Er... and being a pragmatic effective leader doesn't make him less callous or emotionally manipulative. So I don't know what you're objecting to in this case.
But being a byproduct of a bad environment is not an excuse for bad behaviour. Neither does 'being the lesser of two evils'.

nobody said he was perfect.
his behavior is how the place is run. its a kill or be killed world. he has to run an empire against aliens. his job isnt to plant roses in a garden while having a beer with raynor.

No, but his job is to make the K-Sector a better place for humans. And I don't feel he's accomplished that.
There's a huge difference between 'drinking beer and planting flowers' and 'callously betraying your allies and making highly questionable ethical decisions.'
He needs to take responsibility for his actions.

but for what i understand right now (in sc2) the dominion is pretty much in the same point that the confederacy in the beginning of sc1. He/they keep the control by fear (according to the banshee description) and this is creating alot of displeasure in the dominion population, what in time maybe will become in a general uprise.
also i dont think he is doing everything just in name of a greater good or the survival of humanity, i think he always has looking for his own benefit.
but, anyway, almost all the humans in the starcraft universe are selfish that dont give a shit about the others, so, they have the leader they deserve.

i could see that happening. but given enough time, valerian can become an excellent successor to arcturus. he would probably introduce plenty of reforms.

What good leadership? The only thing he has done is to put himself as an emperor, but the Dominion still suck as or worse than the Confederacy. They're doing still worse inhuman experimentation, and completely abandoned the border worlds.
If he were a good leader, he would seek alliance with the Protoss.
The Terrans survived until now, just because the Zerg switched their attention to other matters. First the Protoss, then their internal affairs, and now probably the artifacts.

yes because all the terrans know exactly everything about the protoss. because they can read little magical excerpts and race histories. lol.
its one thing to read and observe all 3 races from the outside with full information and another to actually be 1 character.
if the protoss who are in a more desperate situation than the terrans were smart, THEY would come to the dominion for help.
