The only thing that'll stop building placement is an actual object.
EDIT: Maybe I should have checked WC3 first, but I'm actually full of bs. The Black mask does stop building... huh... weird.
Well I don't think it does in SC2 anyway. Unless I'm misinterpreting some videos.

Except of course that it has changed. It changed quite some time ago. It hasn't been in evidence (it certainly wasn't at BlizzCon) for some time.

I'm not sure what I think about salvaging. I like the idea, but I'm not sure about getting 100% of your money back. I'd say do 75 or 90%...

Yeah, no kidding...it's like being able to sell all your houses and hotels in Monopoly for full price. No repercussions whatsoever.

Maybe whenever you sell a bunker all your workers can take damage.
That will increase tension and give players a choice.

Sure would, but it doesn't need to be that complicated.
Just make it so that...
A) It takes an SCV
B) Takes about the same amount of time to deconstruct as it did to construct. (Or at least a fairly substantial amount of time)
Then it'd be able to give back 100% resources.

How about, after you use salvage, the building becomes an unusable pile of metal/minerals, and the SCV's actually have to gather from the pile to get back the minerals.
You know, the same way you gather minerals from mineral patches. Go to the defunct structure, get x minerals, drop it off at the Command Center. Repeat until all is taken.
You get the minerals back 100%, but it takes time and space.
