The Decal exists at least in the files of SC2, though, non-usable unless you reimport them. (that's how I got it working at least...)
Maybe it's for the single player, maybe for modders... No idea...
edit: Oh, and by the way: They were in since the very first build. ^^

You can extract the decals? Can you make those image files available somewhere?

Wow. Now -that- would be a fun cookie to see in the game.

It's more than what they did to the Carrier model. I think it hasn't changed since the game reveal @ 2007

It's a good unit.
I'm only disappointed that the marauder which could've looked like this:

Turned out like this:

*gasp*
low poly unit in top-down RTS doesn't look as good as hand drawn concept art!
NO WAI
The primary difference between the two units is the use of soft edges over hard edges. Your comment illustrates exactly what often the "best" concept art isn't the one used to make the in game unit. Hard edges don't translate well when you reduce poly count. If that marauder sketch had been used to make the in game marauder unit, the marauder would have ended up looking like a command and conquer mech.
The marauder looks a lot better when viewed top down then one with hard edges ever would.

I said it was weird that this image used the old Korhal emblem;
I would imagine it's the old symbol because putting the new Dominion flag probably wouldn't look as cool. After all, the underlying symbol is supposed to be the arm holding a whip anyway.

Any chance you could elaborate? I find visual theory in gaming fascinating, but have never stumbled across any actual material on it.
What is it about hard edges that translates so poorly from art to in-game?

I agree. It's not that it looks bad, it just doesn't look like a ship - it looks more like a rocket to me, and that doesn't work for me. I don't know what would work, though...
I like the carrier, it just doesn't look as awesome as a capital ship should... looks a little small to me.

Any idea what the last faction is?
I feel hellions are funny for no gas they have a flamethrower! They use the minerals melted down to spit a flame! lol
