Been digging around the new files a bit cant see much.
There is some kind of new MPQ version used so many files cant be viewed or extracted for me, strangely.
I can confirm all 6 skirmish AI difficulties are in there now as well as seeing the Campaign AI has 4 difficulties.

Also, regarding the patch notes, they ALWAYS distribute before the notes go public.. As part of the staff that essentially refreshes the patch source page repeatedly, trust me, it can come minutes to hours later.
BlizzardDownloader.exe tells me there is nothing to download.
US version is getting closer! My beta starts up and when I click connect it tells me that a new patch is available and starcraft2 will automatically restart and apply the patch, however when I click continue nothing happens yet. But it is comming SOON!
You have to connect to EU servers to get patch.
Aight, as long as it isn't just me.
