It is hard to say if the Tychus/Bar scenes are actually improved. They said they have "in game cinematics" and the traditional CGI stuff which they just pre-render.
They could have been cheaply/underbudgted scenes quickly put together for the sake of presentation...and of course...these are all works in progresses (except maybe the Tychus Marine-Suit-Up scene)
This came out at announcement, there's no difference in quality from this and "today"
Check this out in 1080p...it looks just as good as these "new and improved shots". My guess, is that those shots are finally "finished"

The Tychus suit-up cinematic is pre-rendered. The ones we are talking about are in-engine.
@hyde: All you have to do is take one look at the pop-in to see that it's all in-engine.

Well, While certainly the effects such as the echo are a lot better in the 2nd video, the voice itself is not as deep and creepy as in the 1st one. The 1st video reminded me a lot more of SC1's Zeratul voice. The 2nd voice, in spite of having better sound effects is just too different. I would rather have the voice actor that did the 1'st video but with the improved sound effects the 2nd video had.
Also about visual effects... the 2nd video is obviously better in most aspects, but I didn't like how they diminished Zeratul's eyes glow, it looked better in the 1'st one with that psionic effect that reminded archon's eyes.

I believe protoss eyes change depending on their pysical/mental state at the time. Something like Angry = very bright chaotic glow. Lethargic = Small almost soothing glow.

Their eyes are pitch black as seen in various CGIs in the original. The color and glow comes from psionic energy which does, indeed, change with their current state.

Yeah, could be... besides, Zeratul's eyes are'nt just green, they change colors as he uses his telepathy to comunicate in SC1...

Then... well we seem to have an explanation here... if you see my avatar it's SC1's animation and the psionic emanations flow from orange to red.
if that depends on their energy and the original color is black then protoss' eyes are just like gray dudes?
About the voice... I still hope they bring back the old one... Zeratul without a creepy deep voice is not Zeratul...

Ouch!!! :( I... I just can't believe it... *sorrow*
I didn't know too much about that, I just knew he died, I didn't knew he died so recently that we even have a SC2 cinematic with his voice... before he... passed away.
