I think they are trying so hard to keep us interested with stuff like this. As somebody said, at almost one month til release, these kind of "updates" are boring or useless

I guess its a hype thing, with the release coming closer. No need to look hard into it.
They did the same thing for Brood War with the UED long ago. There was less propaganda, though, and some (now lost) info on "citizenship classes" (not in terms of immigration, but literal second-, third-, fourth-, and fifth-class citizens).
At least that's my memory, but archive.org does not back this up.
They feel like those quotes from the Imperium of Man in Warhammer 40K, which is similar propaganda.
Yeah, looks very much like silly propaganda to advertise the release soon, but still. It's kinda awkward they write that special thing about being able to recruit tomorrow, and what I really find strange is that they've uploaded very, very outdated pictures from the early alpha version of SCII...
I'm guessing phase 2 announcement?
IIRC, we've got at least another whole week before the second phase, if not two whole weeks.
I guess they could lead up to an announcement, but usually that's kinda silly.
