I think it's fine as long as they don't abuse it to resrtict small tournaments to happen.
Blizzard need to legaly cover themselves from people's abuse it's normal. And to prevent any problem like what happened between them and KeSPA.
Now if they start abusing it and put too much restrictions on tournaments (asking for big shares of money and such) that will definitly be a big threat to the e-sports growth

We'll have to see, they haven't hindered a couple of the "sponsored" events I've seen. Like the teamliquid king of the hill or the HDH tournament. They have a post in the blizzard forums about how to go about hosting tournaments.

Which unfortunately I've neglected to do twice! Hopefully it doesn't come back to bite me but my tournaments have been small and have nothing to do with commercial or non-profit organisations, nor are they supported or sponsored by SCL.

It basically means you need to get Blizz permission to do any sort of pro tournament. Amateur stuff is always ignored in terms of legalities, but giving them notice gives a chance of some publicity.

But the fact remains that amateur tournaments are, strictly speaking, illegal for the time being. However that works in the meantime, obviously that's a temporary standing; a more fundamentally correct ruling needs to be sought out for the future.
Either that or cut Guilds/Clans/Groups Of People Who Can't All Chat In The Same Window Together/whatever Blizz is calling 'em these days. Since that's like half of their raison d'etre right there.
