... so? That doesn't mean that Nony's Phoenix usage is now OP with the change. Consider how few units it actually affects. It makes Phoenixes more useful against units that can't shoot back, and against Mutalisks. Against pretty much everything else, it is no different than before.
Furthermore, they can always rebalance the unit's attack strength/speed. Maybe knock it down to 5+3 vs. light if needs be.

Strange... I don't recall anywhere having said it's now OP.
Anyways, I'm merely pointing out that it seems like they're trying to change things because the majority of players don't use certain units; however, I think they will eventually use certain units once they see them used effectively by pros and get out of their standard tier 2 roach, marauder, stalker comfort zone.
I'm not saying the phoenix is now OP, but I do wish they'd give some units more time to develop through player use instead of constantly trying to control everything.
It seems like Blizzard expects everyone to use every single units when they play or otherwise they have failed, which isn't true at all. I'm actually a Platinum player and I still haven't used Infestors in a single game because I'm stuck in my comfort zone; however, I have seen how incredibly effective they can be and will hopefully start trying to use them soon, but right now I'm still playing like a new casual player would - sticking to what I know or what's simplest for now.
However, Blizzard seems to take this kind of stuff to mean "Oh, the infestor isn't being used much. Strange. We should probably change its role and abilities."

In some cases, yes. But in this case?
Also, they've been pretty much spot on with this. Thor usage went up dramatically when they got AoE and a slight build-time buff. That is, people started using them when they become more useful, not when they were "discovered" or something.
By contrast, virtually nothing about the Hellion has changed. Yet its usage today is much higher than it was at the start of Beta (despite n00bs who claim that it's useless).

You're assuming that the Phoenix change was specifically to encourage the units use, rather than:
1: Because it's cool.
2: Because it encourages players to micro.
3: Adjusting the unit's balance.

Are you saying that the Spawn Infested Marines is really the most useful 3rd ability you could imagine that the Infestor could have?
Blizzard does not want to intensionally have useless stuff. They don't want to say, "well, this isn't being used, but the game is balanced, so maybe someone will discover it in a year or two." It is understood that things will be subject to discovery. At the same time, it is not good to just let something go if you think you can do better.
With Phoenixes, they did better. And they're trying to do better by Overseers, Infestors, and Ultralisks.
