They're likely the Zerg version of the Protoss' psionic nerve cords comming out of their heads. So I'm gonna say no.

Really?! I had just assumed they were dreadlocks formed from due to the lack of water that is preventing Kerrigan from showering.

I'd say they serve some function, be it detection like Overlord antennae, or communication via the hive mind.
