They're likely the Zerg version of the Protoss' psionic nerve cords comming out of their heads. So I'm gonna say no.

I'd say they serve some function, be it detection like Overlord antennae, or communication via the hive mind.

Or maybe they don't serve any purpose at all and Infested Kerrigan + bald head = ugly so they decided against it hm?
