I wonder if the editor will have any limitations for the purposes of beta and spoiler prevention? (i.e. leaving things out, just including the maps and units we have now while having the campaign stuff not included.)

They will strip out anything that has to do with the campaign you can be sure of that.

The smallest AOE means a single Marauder will slow down 5 Zerglings instead of 1.

The usefulness is diminished as opposed to what it could be if they all attacked different targets, sure. But the usefulness of single-target slow is just as diminished (more, actually) when Marauders attack the same targets right now.
You're buffing them significantly.
