agreed, this could be very annoying if done incorrectly, and for the fact that eventually we will hear every single phrase and tire of them I would just keep it to singleplayer so as to avoid that possibility. Of course make them also open for us mapmakers to toggle on and off too.

This was done in Stalin vs Martians (that is, endlessly repeated). I don't need to keep hearing "I am like Bolshevik on bicycle", "I'm dying" or "I'm Ivan, I like you" over and over again. (No, I didn't buy the game, I just watched videos of it.)
For those who have actually played Warcraft III (I almost feel like making a poll on this, due to the massive amount of map editor questions), you'll remember missions where every time the enemy hero attacked your base, either they mocked/threatened you, or your hero shouted something like "we've got to hold the line!"

To refer once again to Dawn of War 2, take the Ork Slugga Squad as an example. This basic squad has about 400 - 500 lines, each of which was performed by three different voice actors.
Granted, one must however draw the line between a variety of lines and the required development time to to record and implement the quips.

I thought this was standard in RTS games by now. The furthest back I remember, is from Red Alert 2 (released 2000) where units would yell for help when receiving heavy damage within a short time.
You didn't hear it very often, so I could imagine limits like;
• 1x comment per unit type every 2 minutes
• Only currently selected units make comments
Combine that with the fact that each unit have multiple comments, then it shouldn't be a problem.
