So i've tried to make a custom decal for my campaign i've been trying to make for the past 50 years, mind you I don't have the software like Photoshop (and there is no way in hell i'm spending that much money on that) the problem is when I tired to use a flag I made but it screwed up and did some weird texture glitch.(I tested this on a supply depot)
What do I need to do to import custom decals correctly (like SC Mass Recall) and to get them to apply to stuff correctly?

Photoshop->Nvidia DDS plugins-> save as DXT5
overwrite a decal from assets/textures with your decal of the same name

That last part is important, and I've seen people disappointed by that. My consolation has always been that this is only really useful for campaign. Why would the zerg need any of the terran or protoss decals? Just overwrite those versions.

Depends, I'll pay for video games.
not for editing software I only plan to use in a blue moon.
"Photoshop->"
" I don't have the software like Photoshop "
What else could I use instead?

You have the answer in your post lol.
Or look for anything that can save a dxt texture file.

Gimp (http://www.gimp.org/) is a free open-source image editing program, and there is apparently a free plug-in that allows it to export dds files as well. So, no money or piracy needed. I'm sure there are helpful instructions out there. (https://www.google.com/webhp?sourceid=chrome-instant&ion=1&espv=2&ie=UTF-8#q=gimp%20dxt%20file)
