Shacknews (http://www.shacknews.com) reports that at an Activision-Blizzard pre-E3 conference call, Mike Morhaime, president of Blizzard Entertainment, announced that StarCraft II's target release date is before the end of 2009:


We're targeting an end of year release--this year--for StarCraft 2. But as always, we won't release it until it meets our standards and the expectations of our players.Also, according to Gamespot (http://e3.gamespot.com/story/6210427/activision-blizzard-e3-2009-webcast-live), the target launch for the beta is later this summer:

The beta is supposed to be out sometime during the summer, and as far as I know, that hasn't changed. So if you have about 4-6 months of beta testing, it seems reasonable that the game can be released by the end of 2009.
